Local Firm Receives ASHRAE Research
Grant.
Support ASHRAE Research!
As we enter into the home stretch of our fiscal year, we would like to bring you up to date on our Chapter Research Promotion (RP) Contributions. As of the first of March, 33 members and firms have contributed a total of approximately $14,500. We received a tremendous contribution of $10,000 from Alerton and ATS Automation Inc. Puget Sound Energy matched out January dinner meeting receipts with a RP contribution of approximately $1,900. We are well on our way to achieving our commitment to raise $25,000 this year, but we need your help. We have about 635 area members; can you imagine our Research Promotion Contribution if all of our members sent in only $25 to $50 each? So far only 5% of our members and firms have contributed! ONLY 5%!
If you have not already received a call or letter requesting RP donations, you soon will. By contributing to the RP, you support the continued development of standards and publications for our industry. We all benefit from ASHRAE Research!
We have a local example of an RP grant being awarded. Ecotope, Inc. recently received notification that their proposal for a grant from the Research Fund was accepted. Ecotopes research project will be funded for a duration of 12 months. The project is to field validate and quantify ASHRAE Standard 152, Efficiency Losses Due to Ductwork. This is a standard that is still being developed and is out for extended public review. It is anticipated that the results of the validation will be presented in a paper at our Summer 1999 Meeting.
On another note, we had a terrific turnout at our January dinner meeting. We hope that all of you will join us again in April and bring your employees with you.
We would also like to take this opportunity to encourage our members and committee chairs to attend the Chapter Regional Conference in Portland this May. It will be a great opportunity to see how our Chapter relates to other Chapters, our Region, and Society.

Workshop
Semiconductor Clean Room Design and PANASONIC Facility
Our workshop will be an overview of the semiconductor fabrication industry. The presentation will cover market trends, general manufacturing techniques, facility types, and opportunities for engineers, contractors, and suppliers. A case study of Panasonic's new $600 million MASCA Fab D facility in Puyallup, WA will cover "ball room" design, cleanroom HVAC technology, vibration control, process exhaust and treatment, process chemical and gas safety, fire protection features, and other systems of this state-of-the-art 0.25 micron, 8 inch wafer Class M1 cleanroom facility.
Our speakers, Doug Smith and Jerry Sprague, are licensed mechanical engineers with Lockwood Greene Engineers, Inc, Seattle. They were involved with the Panasonic fabrication plant during design and commissioning. Doug Smith is a senior mechanical process engineer and was responsible for the ultra purity process chemical and gas systems, and process exhaust treatment system design. Jerry Sprague is a senior HVAC and building mechanical engineer whose responsibilities on the project included design of the cleanroom, fire protection, and central plant.
Dinner Program
Laboratory Ventilation Systems Design and Control
The performance of laboratory ventilation systems is subject to a growing number of standards and regulatory requirements. The system design must ensure occupant health and safety, comply with existing regulatory health requirements, and be energy efficient. Not designing a system with all these goals in mind can result in a system that may incur high operational costs, may not provide adequate occupant protection or indoor air quality, and thereby pose a liability to both the designer and facility.
This presentation will describe how a properly configured variable air volume laboratory ventilation system with the necessary operational controls can meet existing regulatory safety requirements and also achieve a high level of energy efficiency.
Our guest speaker is Mr. Greg DeLuga of Landis and Staefa, Inc.'s Buffalo Grove Illinois office. Mr. DeLuga is a registered PE and senior principal engineer of Life Safety Systems. He has over 30 years of experience in designing ventilation control systems for life safety applications and has authored many technical publications and trade journal articles. He served on several committees of ASHRAE, NFPA, AMCA, and AIHA. Mr. DeLuga regularly lectures on designing ventilation systems for health and safety at professional society meetings.
Thanks to TEG Committee for Input on Amendments to Seattle Energy Code
Korey Judson (G Controls) has only just begun his tenure as Chairman of the Technology, Energy, & Government Committee (TEG), but already he has seen an important impact of his Committee's work. John Hogan of Seattle's Department of Construction and Land Use (DCLU) recently thanked the TEG Committee for helping DCLU with the Seattle Energy Code update. Korey Judson commented that he was impressed both with the professional manner with which the members of the TEG committee tackled this large issue, as well as how much the City of Seattle truly valued and counted on our organization's input.
DCLU is now preparing an ordinance to forward to the Mayor and City Council of Seattle for final approval of these amendments.

| Planning Meeting
Scheduled for the 1999 Summer ASHRAE Meeting Ivan Ittner, Coffman Engineers Our Chapter is hosting the 1999 ASHRAE Summer Meeting. The first organizational meeting to plan this event will be April 23, 1998 at the office of Coffman Engineers, Inc., starting at noon. We will start gathering information and making reservations for possible Social and Technical tours, collecting information about local attractions and information about Seattle so that we can have a wonderful meeting. So give it some thought. What is special to you about the Seattle Area? Where should we arrange to go for technical tours of interesting HVAC systems? Of other interesting facilities? Of just plain fun places to go? Bring any suggestions you have for any of the above to the meeting on April 23rd. In February 1976 - Jean Enerson spoke about "Women in Journalism". At the time she was co-anchor of the 11 PM King 5 news. A native of Seattle, Ms. Enerson received her B.A. in Political Science from Stanford University, earning a Masters Degree in Political Science in 1967 and one in Broadcasting in 1968, both at Stanford. Ms. Enerson discussed current problems confronting television. |

Every year, our Chapter is represented at a Regional Conference (CRC). The conference location changes annually in order to allow geographic accessibility for members of the Western Canadian Provinces, Washington, Oregon, and Alaska Chapters of ASHRAEs Region Eleven. This is a special meeting covering many issues of importance to the ASHRAE membership, including Standards review and Research issues, as well as a number of technical sessions of interest to the membership. As ASHRAE members, your input is very important and welcome. In May, this conference will be held within easy driving distance - in Portland - and all Puget Sound Chapter members are invited to attend.
Some of the activities planned for the Portland meeting including technical seminar programs, tours, and business meetings. The technical seminar programs include topics by ASHRAE Standard Chairpersons / Industry leaders on Utility Deregulation, Performance Contracting, IAQ, Standard 62 (Ventilation), and Standard 90.1(Energy). Any member is welcome to attend the open meetings and all seminars at the CRC.
Every member has the right to offer suggestions on local and Society issues by preparing written motions for discussion at the conference. Our chapters delegate will present these motions during business sessions, where they will be discussed and voted on. In addition, your input for Puget Sounds nominees for local / regional honors, awards and committee positions should be proposed through our Board of Governors. The heating ventilating and air conditioning course at NSCC is going through some changes. A team of school administrators, instructors, and industry representatives met to evaluate the declining enrollment issue. The HVAC program has been in jeopardy of ending due to several years of low student enrollment.
The NSCC school administrators were impressed that the industry representatives claimed the program was vital for our growing workforce needs. Several mechanical and controls firms pointed out how many HVAC technicians and designer's assistants they have hired over the years directly out of the program. Many suggestions were made to improve the program including making it more accommodating for employers to send their newer employees to NSCC to give them newer skills.
As a result of the meeting and the strong voice of support, NSCC administration is agreeing to keep the program for a few more years. NSCC has agreed to invest in direct marketing to industry, and trade associations. NSCC has also committed funding to developing some software tools to market the program in high schools through the Northwest.
NSCC would like to see ASHRAE member firms continue their support of the HVAC program by hiring graduates and sending employees their way for improving their skills.
